The Department of Housing and Urban Development (HUD) enacted guidelines on “quid pro quo” and “hostile housing environment” fair housing claims that were effective on October 13, 2016. The regulation could have far reaching effects on how community associations handle neighbor complaints and other situations where there is conflict in a community.
